My name is Dzianis Limarau (Денис Лимарау in Russian). I am a lawyer and economist.
I have founded 14 companies and 4 non-profit organisations around the world.
My companies and I have taken part in hundreds of state and municipal procurement procedures. Knowing this market from the inside, I understand how tailored tender requirements are written and what other methods are used to help the chosen bidder "win". Drawing on 15 years of that experience, I have written a series of publications on corruption in public procurement and, with colleagues, developed a methodology and software that help detect it (Silver Hammer, Iron Hammer, Big Data AI Analyzer). CILC
The International Council for the Fight against Corruption (Consejo Internacional para la Lucha contra la Corrupción) was founded in 2026. It is an independent non-profit association. I am its president and run its research programme. The Council works on integrity in public procurement, the protection of reporters and international cooperation on asset recovery. cilclegal.org
